Malawi, as the primary agent of the Government to implement the Program and to exercise and perform the Government’s right and obligation to oversee, manage and implement the Program, including without limitation, managing the implementation of the program and its activities, allocating resources and managing procurements.
We can comfortably say that the APM led Government has maintained ultimately responsible for its performance of its obligations under or in relation to the Compact and the program agreement. Government has also ensured that the MCA-Malawi is and remains throughout the Compact Term dully organized, sufficiently staffed and empowered to exercise the Designated Rights and Responsibilities.
This is one program APM promised to deliver and dully he has just one that.
